Operation Blue Rain was a human trafficking operation across Lubbock, Texas, United States. It was conducted by the U.S. Department of Homeland Security, the Texas Department of Public Safety, Lubbock Fire Rescue, the Lubbock County Sheriff's Office and the special operations division of the Lubbock Police Department. Tray Payne, 55, is the 36th and incumbent mayor of Lubbock, which is home to Texas Tech University. Bellator MMA fighter Derek Campos, 34, was born in the city and Miss Texas USA 2005 Tyler Willis, 43, is a resident of the city.
